What is a wing tip?

The narrow end section of a turkey wing, air-dried. It is smaller and lighter than a whole wing, which makes it a sensible size for smaller dogs and lighter chewers rather than a big occupying chew.

Is the bone safe?

Air-dried, not cooked, and that is the difference that matters. Cooking makes bone brittle and prone to splintering. Air-drying keeps it soft enough to break down. Supervise as with any chew, and if your dog gulps rather than chews, go for something boneless.

Who does it suit?

Small breeds, puppies from 12 weeks, older dogs, and anyone who wants a shorter chewing session rather than an hour of work. A large dog will finish one quickly.

Turkey is a different protein and suits most chicken-sensitive dogs, though both are poultry so it is not a guaranteed clean break. Duck is the safer switch if you want to move further away from chicken entirely.
